Athens is advancing rapidly toward its goal of climate neutrality by 2030 through innovative projects and strategic collaborations.
The Municipality of Athens has signed a three-year cooperation agreement with the European Investment Bank (EIB), securing vital technical and advisory support to implement its ambitious 6.5-billion-euro Climate Investment Plan under the EU’s Mission for 100 Climate-Neutral and Smart Cities.
Formalized this week by Athens Deputy Mayor for Climate Governance and Social Economy Nikos Chrysogelos, and EIB Vice President Ioannis Tsakiris, the partnership is expected to help transform the city’s sustainability vision into tangible actions.

Key initiatives include upgrading municipal transport and bike networks, developing nature-based “cool routes”, revitalizing green urban spaces like Lycabettus Hill and the Podoniftis stream, and fostering clean energy and circular economy collaborations.
Athens’ Climate City Contract, approved by the European Commission in May 2025, marks its official recognition as an EU Mission City. This plan was developed with extensive local consultation via the city’s Climate Forum and emphasizes climate justice, energy democracy, sustainable mobility, and green urban renewal.
The EIB collaboration is part of a broader InvestEU Advisory Hub initiative, supporting six Greek cities — Athens, Thessaloniki, Kozani, Trikala, Ioannina, and Kalamata — in accelerating investments in renewable energy, energy efficiency, and smart infrastructure.
Recently, Athens hosted a seminar on “Financial Tools for Climate and Social Commitments” and plans to launch a Climate Investment Council to guide implementation with input from experts, officials, and community stakeholders.
